1.       Correspondence

1.1.       -

2.       Playing matters

2.1.       East Men's League
Premier A:  a communications problem had stopped Blueharts from travelling to Bishops Stortford on 10th November, inconveniencing both the home team and the umpires.  Resonsibilty for the problem could not be established, and it is agreed that the game be rearranged as soon as possible (RS).
2S:  Blueharts 2 had used a player on 13th October in both 1st and 2nd teams, playing a significant role in both matches.   This could not be considered as a case of playing a regular 1st team bench player in the 2's to gain match practice.  Agreed to award the match 3-0 to Letchworth.  (TW)
4SE:  Colchester 2 used unqualified umpires for the match on 2nd November against Havering 3-0.  Agreed that the match we awarded 3-0 to Havering.  Suggestions that Colchester had used incorrect umpire names on the teamsheet to be investigated, and if true to be penalised under Rule 7.2 (JM).
4SW:  St Albans Exiles have cancelled three matches to date and aware that forfeiting another match will lead to their removal from the division (CG).
8SW:  Broxbourne 7 have withdrawn from the Division.
9SW:  Bishops Stortford 7 have withdrawn from the Division.
6SE:   Romford 2 used an unqualified umpire for the game against Ford 2 on 27th October.  Agreed that the match we awarded 3-0 to Ford 2.  Suggestions that Romford had used an incorrect umpire name on the teamsheet to be investigated, and if true to be penalised under Rule 7.2 (PS).
10SE:  Noted that Crostyx 3 had unfairly used 2nd team players in the match against Waltham Forest 4 on 3rd November, with the result consequently award 3-0 to W Forest.

2.2.       East Women's League
1N:  indoor postponement issues for Lowestoft Ladies are being resolved. (RP)
2C:  Harleston Magpies 2 have withdrawn from the Division.
All:  Clubs providing poor post-match hospitality, particularly some university sides, are being pointedly reminded of their responsibilities to visiting teams and umpires. (RP)

3.       League structure and organisation

3.1.       There was a brief discussion on what League rules might usefully be aligned across all Regional Leagues as a briefing for the next Regional League liaison meeting at EH.  Alignment should be confined to those areas relevant to ensuring equitable promotions from Regional League to National League. (TW)

4.       Finance

4.1.       All fees paid.

4.2.       Some fines are outstanding but are being progressed.   Fines for failing to inform League Managers of Captains' contact details in advance of the season have caused some anguish – agreed that this rule will be strictly enforced again next season by all Managers.

4.3.        Some Clubs are reluctant to pay for damage to trophies.   Where necessary 7 days notice for payment will be issued, and continuing failure to pay will lead to dismissal from the Leagues.  (SM)

5.       Umpiring

5.1.       Umpire comments form:  an abbreviated revised version should be completed in December.

5.2.       Agreed that the clubs failing to fulfil their obligations to the HBHUA Pool will be put on notice that matches will be awarded 0-3 if pool umpires are not officiating from Dec 1st:  St Albans 1, Bedford 1 and 2, Blueharts 1 and 2, Berkhamsted 1, and Vauxhall 1 in EML, and St Albans Ladies and Bishops Stortford Ladies in EWL

6.       Discipline

6.1.       ERHUA report that the behaviour of Broxbourne 1st team so far this season has improved considerably.  The situation will continue to be monitored.

6.2.       Cards to date:  EML – 286Y, 11R;  EWL – 25Y.  Early indications that there may be fewer yellow cards this season may reflect the increased penalties now applied.

7.       Presentation Day:  As agreed we will proceed with a location in the south of the Region this season, and Redbridge & Ilford Sports Centre is confirmed as available for June 8th.  SM to book the facility, with a room from noon to 4.30 and to obtain quotes for a buffet for 90 people in the £5-£6 per head range.

8.       East Management:

8.1.       First meeting is Nov 28th.  SM agreed to attend in absence of RN.

9.       Future meetings:  7 Feb, 17 Apr, Stansted Hilton 7.30.  AGM: 8 June, Redbridge & Ilford Sports Centre, 2 pm
